MINUTES

 

Lykens Borough Council held a regularly scheduled meeting Monday January 21, 2008, at 7:00 p.m. in Council’s Chambers located at 200 Main Street.

MINUTES:

 

Upon a motion by John Cessna seconded by Carl Slough Sr. the December 17, 2007 Council Minutes were approved.

 

Upon a motion by John Cessna seconded by Angela Bixler the minutes from the January 7, 2008 Re-Organization Meeting were approved.

 

 

CITIZENS: N/A

 

EXECUTIVE COMMITTEE REPORT

 

President Maffei started the meeting out by saying due to all the people being interested about Chief Chris Wade that she would like Council to address this as the first order of business tonight. President Maffei said based on resent action by the Dauphin County District Attorney’s Office and the advice of our Solicitor she is asking for a motion that the Boro terminate Chris Wade effective immediately.

 

Jim Buffington said “I make a motion to discharge Chief Chris Wade from the employment of the Lykens Borough Police Department because his actions constituted a violation of official duties and his conduct was unbecoming of a Police Officer.” Angela Bixler seconded the motion. On the vote John Cessna voted no.

 

President Maffei ask if anyone on Council would like to go along to the Dauphin County Commissioners meeting for elected officials on January 30th at 5:30 in Dauphin, anyone who would like to go should let the secretary know as soon as they can so we may RSVP by the deadline. Claudia, Trish and the Mayor will be attending; the Mayor is sending an e-mail to RSVP.

 

LYKENS PLANNING COMMISSION REPORT

 

There was nothing to report at this time.

 

LYKENS CHAMBER OF COMMERCE REPORT

 

Constantino said Friday the 25th of January is the final inspection for the Train Station and there are many things going on.

 

Vice President John Cessna said they are putting a 19 x 24 foot room behind the part that was already remolded for museum purposes, a coal museum or other type things can be set up. John said they are using old barn boards to look like it would of back in the day; the ceiling is the only part that will not be done in the old barn boards. John said they do have some lights that are from the Train Station that will be used.

 

President Maffei said the whole place looks great and she noticed the lights outside.

 

Constantino said he is excited the Train Station is done and the steel structures are in place so the Hotel’s roof is ready to go on.

 

Upon a motion by Angela Bixler seconded by James Buffington Jr. the Lykens Chamber of Commerce Report was accepted.

 

CODE OFFICER’S REPORT

 

A written report was submitted by Code Officer Kibler that Council reviewed, a copy of which is attached to and made a part of these minutes.

 

Upon a motion by John Cessna seconded by Jessica Underkoffler the Code Officer’s Report was accepted.

 

 

HEALTH OFFICER’S REPORT

 

A written report was submitted by Health Officer Patricia Barder that Council reviewed, a copy of which is attached to and made a part of these minutes.

 

Upon a motion by Carl Slough Sr. seconded by James Buffington Jr. the Health Officers Report was accepted.

 

 

LYKENS BORO AUTHORITY REPORT

 

The minutes from the December 12, 2007 Authority meeting were reviewed by Council.

 

Upon a motion by Angela Bixler seconded by John Cessna the Lykens Boro Authority Minutes were accepted.

 

Upon a motion by Carl Slough Sr. seconded by Angela Bixler, Sally Reiner was reappointed for a 5 year term on the Boro Authority’s Board.

 

Upon a motion by James Buffington Jr. seconded by John Cessna, Council approved the appointment of Eugene Shutt to serve on the Boro Authority as a representative for Wiconisco Township. The term is annual and is for water issues only.

 

MAYOR’S AND POLICE REPORTS

 

A written report was submitted by the Mayor that Council reviewed. A copy of which is attached to and made a part of these minutes.

 

Upon a motion by Carl Slough Sr. seconded by John Cessna the Mayor and Police Reports were accepted.

 

FINANCE COMMITTEE AND BUDGET REPORTS

 

There was nothing to report at this time.

 

PROPERTY AND SUPPLIES REPORT

 

Upon a motion by James Buffington Jr. seconded by John Cessna, Council would like to continue to use the Energy Consortium for the bidding process for heating oil.

 

Upon a motion by Jessica Underkoffler seconded by John Cessna the Property and Supplies Reports were accepted.

 

PARKS AND RECREATION REPORTS

 

There was nothing to report at this time.

 

PUBLIC SAFETY REPORTS

 

There was nothing to report at this time.

 

INSURANCE AND PENSION REPORTS

 

Upon a motion by James Buffington Jr. seconded by Angela Bixler permission to advertise the intent to adopt an Ordinance to amend the non uniform pension plan was made, the Ordinance will be adopted at the February meeting.

 

Upon a motion by Angela Bixler seconded by Jessica Underkoffler the Insurance and Pension Reports were accepted.

 

COUNCIL OF GOVERNMENT REPORT

 

There was nothing to report at this time.

 

EMERGENCY MANAGEMENT COORDINATOR’S REPORT

 

There was nothing to report at this time.

 

REPORTS OF BORO OFFICERS

 

MAYOR’S REPORT: 

TAX COLLECTOR’S REPORT: $6,553.72

TREASURER’S REPORT:  $4,601.99

SECRETARY’S REPORT:  $14,756.04

 

Judith Musick ask Council what their wishes are regarding the Boro having a safe deposit box at Mid Penn Bank and the keys can not be found. The Boro pays $62.00 a year to have the box and we do not utilize the box. Council agreed if the keys can not be found to go ahead and have the box drilled open.

 

Upon a motion by John Cessna seconded by Angela Bixler the Boro Officer’s Reports were accepted.

 

SALARIES AND BILLS

 

A motion was made to accept the bills paid in the month of December, as well as the bills included on the permission to pay memo in the amount of $8,806.00, a motion by Carl Slough Sr. seconded by Angela Bixler.

 

SOLICITOR’S REPORT

 

Solicitor Kerwin said he is still playing phone tag with Comcast, once all the issues are worked out with Comcast regarding the Fire Company possibly receiving free internet we will be able to make a decision on signing the amendment to the Franchise agreement.

 

Upon a motion by Carl Slough Sr. seconded by John Cessna the Solicitor’s Report was accepted.

 

AT THIS TIME A 15 MIN. EXECUTIVE SESSION REGARDING PERSONNEL ISSUES TOOK PLACE.         

 

ADJOURNMENT

There being no other business to come before Council, the meeting was adjourned at 7:45 p.m., upon a motion by Angela Bixler seconded by Jessica Underkoffler.
